SCOPE OF WORKS

The Elara Boulevard and Northbourne Drive Upgrade involved extensive civil, road, drainage, and landscaping works to improve intersection safety, pedestrian accessibility, and visual amenity across the Elara precinct. The works were delivered under live traffic conditions with careful staging and coordination with service authorities and Council representatives.

Scope of Works includes:

Concrete Works

  • Construct approximately 1,194sqm of median islands.
  • Construct 4 new pedestrian crossings at the Northbourne Road and Elara Boulevard roundabouts.
  • Construct 1 new wombat crossing at Allott Street and Elara Boulevard.
  • Construct speed humps at Elara Boulevard before Northbourne Drive.
  • Construct 4 new roundabouts at key intersections (Northbourne Drive, Harvest Street, Parish Street, and Watkin Crescent) including demolition of existing conditions, splitter islands, and installation of new traffic calming and landscape features.

Drainage Works

  • Installation of 50lm of 375mm dia RCP Class 4 pipe, 350lm of 100mm agg pipe with geofabric and blue metal, and 58lm of 150mm uPVC pipe under crossings and footpaths.
  • Construction of 5 new 450x450mm junction pits with full formwork, reinforcement, and concrete pour.

Asphalt and Road Paving

  • Mill and resurfacing 4081sqm of asphalt pavements up to 250mm deep. 
  • Construct asphalt speed humps.

Fencing, Signage and Line Marking

  • Removal, relocation, and new placement of signage.
  • Supply and installation of 53 new signs including footings, fittings and 20 Vlock-type signs.
  • Installation of 72 directional and 6,912 warning SS316 tactile indicators.
  • Line marking and raised pavement markers completed as per RMS specifications.
  • Installation of 170lm of RMS fencing with concrete footings.

Landscaping Works

  • Supply and placement of 350m³ of premium garden mix soil and 65m³ of forest fine mulch.
  • Installation of 360lm of 900mm HDPE root barrier.
  • Tree planting including:
  • 1 × 400L Ficus rubiginosa
  • 22 × 200L Fraxinus ‘Urbanite’
  • 8 × 100L Lophostemon conferta
  • Planting of 700 Gazania tomentosum shrubs and 80m² of turf with underlay.
  • Six-month landscape maintenance period post-construction.

Electrical Works

  • Electrical upgrade to the street lights in the vicinity including new poles, columns, luminaires and conduit reticulation.
